General Passport Service Information

 

1. The asylees/refugees are entertained for passport/consular services only  in extreme emergency situations.

2. Timings for submission of applications: 9.00 A.M. to 12.00 Noon  Monday through Friday, except holidays.
3. Serviced documents can be picked up on due date or any date thereafter between 3.00 p.m. and 4.30 p.m. only. Please note that requests for pick-ups at other times, even on subsequent days, are not entertained.
4.  Fee is to be paid through Bank Draft/Postal money order .  Credit/ debit card, cash  and personal cheques are not accepted.
5.  Applications for passports can be sent by mail/courier.

6. Service by Mail: Applicant should send a pre-paid self-addressed Express Post  or Priority Post together with application.  Courier pick-ups must be arranged by the applicant himself by instructing the courier (after the documents are ready) for pick up.  Passport Applications by post should be accompanied with an affidavit that the applicant lives in the jurisdiction of this Consulate.

Exact fee should be paid  by Postal Money Order/bank draft/deawn in favour of the Consulate General of India, Vancouver. If payment falls short of the prescribed rates, service may be delayed/refused. Credit/ Debit cards, cash and Personal or company cheques are not accepted. Fee once paid shall not be refunded even if the service is refused or application is withdrawn.  

7. All relevant documents must be presented with a photocopy.  

          The following are only the broad guidelines.  Consulate reserves the right to examine each individual case on its merits and may require additional information/documents/personal interview with the applicant.  Telephone enquiries are not entertained in normal course on the status of applications under process. Please send a written query (letter/fax/e-mail) which will be responded.

Passport applications are not accepted through agents.

New  passport 

New Passport is required when the old passport has completed its life-span of ten years from the date of issue or where a new booklet is necessitated on account of change in basic particulars like name, appearance etc. or all the pages have been used.

Requirements:

Fee Required : C$65  

(a) Duly filled in Passport application form – Please ensure that two specimen signatures are affixed in the space provided

(b) Existing passport along with photocopy of first five pages.

(c)  Four photographs  Black & White or Colour – against a light background showing full frontal view of the face.
   ( approximate size 3.5 cm X 3.5 cm ), not more than 6 months old.

(d) Original PR Card as well as original landed paper or Immigration document with photocopies. It may be noted that copies of both sides of PR Card are required. In case of application by mail, notarized copies of both sides of PR card may be sent.

(e) For change in appearance an affidavit from notary public has to be submitted along with application for new passport.

(f)  Personal appearance before Consular officer required in case of change in appearance.

(g)  If passport is over-expired : then a search letter (request to the Canadian authorities to search and certify that you have not obtained Canadian citizenship) has to be produced in addition an affidavit from notary public stating that you have neither applied nor obtained Canadian Citizenship.

(h)  For Lost/damaged passports, please see requirements listed separately.   

New passports (in lieu of expired passports issued by CGI Vancouver) are ready in ten days time.  New passports (in lieu of  expired passports issued by any passport office in India or an Indian Mission) may take up to 40 days.   In case of emergency, short validity passport can be issued the same day on payment of Emergency Fees of C$124  in addition to the normal passport fees.

 Passport for children 

Children now require separate passports. A child's name will no longer be included in either parent's passport. Where a child's name is already entered in the parent's passport, they are required to obtain separate passport before travel.

Admissibility:

Only children with at least one parent being an Indian citizen are entitled to Indian citizenship and Indian passport.

Requirements:       

(a) Duly filled in Passport application form, countersigned by both parents.

(b) Parent's passport having child's name along with photocopy of first five pages of both parents' passports.

(c) Four photographs - Black & White or Colour – against a light background showing full frontal view of the face.( approximate size 1.75"X 2.0" )

(d) Original PR Card as well as original landed paper or Immigration document with photocopies.It may be noted that copies of both sides of PR card are required.

(e) Birth Certificate and a copy.

(f) Consent from both the parents to obtain a new passport for their child.

(g) Fee C$45 (for a 36-page booklet )

(h) Personal appearance before Consular Officer is required in case of change of passport due to change in appearance.

Passport renewal  :  If the passport had been issued for short validity 

( 1 to 2 yrs- No Fee)

    

Requirements:

(a) Duly filled-in Passport application form.

(b) Present passport  : and a copy of the first five pages

(c) Two photographs - Black & White or Colour – against a light background showing full frontal view of the face.( approximate size 1.75"X 2.0" )

(d) Original PR card as well as original landed paper or Immigration document with photocopies. It may be noted that copies of both sides of PR card are required.

Time taken: Ten days. Mail-in applications 2 weeks after receipt.

Passport in lieu of lost or damaged passport :  

Requirements:

(a) Fees C$ 255.

(b) Passport Application Form  

(c) Personal Particulars Proforma (5 copies).

(d) Eight Photographs –  Black & White or Colour – against a light background showing full frontal view of the face.( approximate size 1.75"X 2.0" )

(e) Photocopy of lost/damaged passport (if available).

(f) Police Report of lost passport.

(g) If Landed Immigrant: Original Landing Paper/PR Card and both sides copy thereof.

(h) If not a Landed Immigrant: Letter from Immigration Canada stating that his application is pending.

(i)  Proof of withdrawal/rejection of refugee claim (Original and photocopy).

(j) Any other immigration document. (Original & copy).

(k) Signed statement on how you left India and came to Canada.

(l)  Other relevant documents. - Will be intimated by the Consular Officer depending on the case history.

(m) Local photo identity card (attach a copy and show original).

(n)  All applicants are required to apply in person.

Please note that issuance of duplicate passport depends on various clearances from competent authorities and there is no specific time frame for issuance of such passports. Please mention the name, receipt number and date whenever you write to us or inquire about your case.

Miscellaneous passport services: 

(Change in address, inclusion of spouse’s name, date/place of birth, etc).

                                       

Requirements:  

(a) Duly filled in Miscellaneous Services application form.

(b) Current passport with copy of the relevant pages.

(c) Original landed paper or immigration document, with a photocopy.  

(d) Document in support of the change required. (In case of change in date/place of birth, an Order of a First Class Magistrate from India is required).  

(e) For change in name advertisement in the local newspaper and a newspaper in India should be given. And cutting of newspaper advertisement should be submitted along with an affidavit signed by the notary public for change of name.

(f) For change of name after marriage, marriage certificate (if issued from India) attested by the Consular Division of the Ministry of External Affairs, Patiala House, New Delhi is required.   

(g) For change of after divorce, divorce certificate is required.

(h) Fees – C$ 20

Time taken: Five  days:  Mail-in applications  7 days after receipt.

Police Clearance Certificate (Word / PDF)

Application for a police clearance certificate from India.  

                          

Requirements:  

(a) Appropriate application form duly filled in along with two photographs.  

(b) Current Indian passport with valid immigration papers or Canadian passport.  

(c) Fee: C$ 20  for Indian passport holders and C$ 32  for other nationals  

Time taken: Issue of Police Clearance Certificate requires references to authorities in India  and elsewhere and therefore a minimum processing time of 6 weeks is required to issue this Certificate.

Validity of Indian Driver's Linence  Application Form (in word/ in pdf)

 

All applicants may please note that Driving Licenses would be authenticated only after receipt of confirmation from the License Issuing Authority in India. This could take several months. Only those who are ready to wait may apply. They will be informed as soon as confirmation is received

Requirements:  

(a) Details in the Application (word/pdf) for authentication of driving license.  

(b) Attested copies of relevant pages of Indian Passport which contain essential details.  

(c) Notarized photocopies of all the pages of the driving license, (details should be legible in the photocopies).

(d) Attested copies of Record of Landing or Immigration paper, an additional set of documents at (b), (c) and    (d) above may also be provided while applying.  

Fee is Cdn$20 for such authentication.

Certificate of Date of Birth  

(Note: This is not a Birth Certificate but a Certificate of the Date of Birth. Applicants are advised to check the acceptability of this Certificate with the authorities before obtaining this Certificate)  

 

Requirements:  

(a) Application form    

(b) Current/expired Indian passport with valid immigration papers and copies thereof  

(c)  Fee: C$ 32.00.  

Time taken: Seven days; Mail-in cases: 10 days after receipt.

Life certificate form

 

Life Certificate : There is no fee charged for this service  

Requirements:  

(a) Duly-filled in application form in duplicate.  

(b) Valid passport supported by valid visa or any other Immigration document regularizing stay in Canada.

(c) Identity card or any other Original Document establishing applicant's identity as an Ex-Service man.  

(d)  Applicant to come in person   or  please sign the Life Certificate in the prescribed proforma and get it notarized from a Notary Public.

Time taken: Life Certificate is issued the same day.

Requirements:  

(a) Document to be attested in original with one photocopy.  

(b) Valid passport supported by valid visa or any other immigration document with a photocopy.  

(c)  C$32.00 if documents relate to property matters and C$ 80.00 for commercial documents: additional fee of C$ 5.00 would be charged if document contains more than one page and need to be clipped.  

(d)   The document be got Notarised from a Notary Public and submitted for attestation or  applicant to come in person and sign in the presence of consular officer.

Time taken: Documents are attested and returned the same day.
Mail-in applications : 5 working  days after receipt.
   

In the case of attestation for Canadians Nationals

The documents should be notarised by an authorised Notary Public before these are brought to the  Consulate for attestation.

Registration of deaths

Death of all Indian nationals should be registered with the Consulate by submitting the prescribed application together with the death certificate, passport of the deceased and fee of C$ 32.00.

         

Requirements for transportation of dead body to India:  

(a) Registration of Death with the Consulate ( in case of Indian nationals only).  

(b) Death Certificate in original from Canadian authorities and a copy thereof  

(c) Letter from Public Health Office indicating “No Communicable disease”

(d) Embalming Certificate, Coroners Out of Province Certificate, Name, address, telephone number, etc of the consignee.  

(e) Flight details by which the body is to be carried.

(f)  Fee for sealing of the body, etc C$ 195.00.  

 

                  

 Requirements for transportation of ashes to India:  

(a)  Registration of Death with the Consulate (in case of Indian nationals only).

(b) Death Certificate in original and a copy thereof.

(c) Cremation certificate.  

(d) Certificate of packing indicating name, age, date, time and cause of death, contents of package  

(e)  Passport of the deceased.  

(f)  Name, address and passport particulars of the person taking the ashes.  

(g)  Fees: C$ 48/- for Indian nationals; C$ 16/- for others.
